I would start by making commitments from meetings more visible, and tracking them more closely. Successful teams have people keeping their commitments. Also, I would make all the key outcomes and owners visible to the whole team, and communicate the important ones outside the team too. This will keep my people accountable, and will have them feeling more pride when more people know they delivered.
