Using a common processes developed is not really motivating. I would focuses different parts of the process to be developed by key people in various departments. They will then need to work together for their part to be successful…creating interdependence. In this way they will help each other implement each part, and reinforce the use of the whole processes in each department. As the say goes, they will have skin in the game!
